EPM There is no data to save, input template

We are using BPC EPM SP33 and some users are getting an error when trying to send data "No data to save"

We've checked our input forms for these settings to make sure the 'use as input form' are checked, and they are checked. Not all users are getting the error, but all are on O365, excel 2016:

EPM->Options->Sheet options->General->Use as Input form

and

EPM->Edit report->Options->Data options->Use as input form

It may be that parent is selected on page axis and sending of parents is switched off in user options.
