Declustering

Hello, I have a question about the declustering of the payroll and time data. I have found quite a few bits of information that are stated as fact, but are confusing and in the case of some of them, seem to be contradictory:

Declustering is mandatory and automatically performed when the Hana database is used.
Declustering is mandatory and automatically performed when you run Netweaver 7.5 or above.
There is a switch that activates declustering in the SAP system.
When declustering is active, payroll results are still written to the cluster tables and transferred to the declustered tables as part of the payroll process.

In my case, we're running on NetWeaver 7.5 with the Hana database, but when I check some of the declustered tables, such as p2rx_rt, they exist, but appear to be empty. How does declustering work? Does it have to be activated manually? If so, why is it said to be mandatory for NetWeaver 7.5 and/or Hana? The only thing that appears to have happened in my case, is that the declustered tables were created, which doesn't seem like much of a difference.
