Hi Bruce,
the link worked ok for me, please try again as this might have been a temporary problem of the IBM Support web site.
Clicking your link, I get redirected to "https://www.ibm.com/support/pages/performance-evaluation-huffman-compression-sap-banking-ibm-z" and then the IBM Support web site containing the PDF document is displayed OK for me.
