Can't assign users to tasks in CALM

Trying to set up my first project in CALM and I've created project tasks and can assign most of my team as 'Responsible', 'Involved Parties' etc. However, there are some users I can't assign to tasks (they don't appear in the list to select from when I'm editing the task), even though they are set up as users and appear in the Filter lists. I've checked the users and can't see any difference between those i can assign and those I can't - they've all logged into CALM, all are set up in IAS, all have Project Member and Project Viewer roles...... any suggestions?

Please check if those users are assigned to Project as team member.
