I have read that the report RSCC_SCC1_BATCH helps in moving transports (as of a certain point in time) in bulk from one client to another. Can this also move bulk transports between systems? If not this report, is there another functionality in Solution Manager that can do it? If so, please provide some info/instructions.

Are you asking to import multiple transport with one clicj.
You can do that using f6 selection key in import queue.

Let's say I have 2 QA systems. QA1 system automatically receives the transports from Dev system. Now we also want to send transports from Dev to QA2 system but only periodically. So we would like to use dates as a criteria to identify transports, and release/move them into the QA2 system. My initial thoughts are Customizing Distribution but I'm wondering if there is another report like the RSCC_SCC1_BATCH that does it.

1st. One script should read the log file for identifying transports which are imported in Q1. This script would filter the names of transports and further filter usinf last 6 digits on your transport number.
2nd. Once the identification is done, the same scripts will copy the data/cofiles to the trans of target system. Also, this script will edit a 2rd script with tp addtobuffer <request> <sid> command. And at the end of the 1st script, the last lines will be to execute the 2nd script and log files moved to target system.
