Installation of hana-cli is fixed now. I deployed a temporary version that disables the export to Excel feature on querySimple command that needed the module that was causing the conflict in BAS. For full details see: Can't install in BTP · Issue #117 · SAP-samples/hana-developer-cli-tool-example (github.com)
But basically, the issue only happens when installing in BAS. Could be a temporary issue. Will require consultation with the BAS team. This will keep everything working in the mean time with just one minor feature disabled.

So, you can't install hana-cli in BAS. I installed it in BAS on Thursday of last week no issue. Something might have changed over the weekend, or it could be a temporary infrastructure issue. I'll have to research it this afternoon.
