Hi Philip,
User distribution is based on Quality shown by SMLG transaction.
Quality is calculated automatically by the system according to the number of users logged on and response time.
See KBA 2244136 - Uneven load distribution (S-user needed)
First application server (vhc1cpe1ai01) shows less users, but response time is double than second server (vhc1cpe1ci), which has much more users but better response time.
That's why distribution is done in this way.

Hi Philip.
From the screenshot, you can check the high response time in first server, second server is very good response, because of this second server is holding more number of users then first.
In the first server DB instance is running? If it is yes, have you define the memory parameters in SAP & DB instance?
