KSII doesn't recalculate the right activity rates

Hi,
I've taken the following steps：

executed transaction KSS2 （It is to be ok.）

executed transaction KSII （It goes smooth. No error was indicated）

However，after executing CON2, in cost center report S_ALR_87013611, debit and credit side didn't become equal.

One of cost center's credit side is not equal to the debit side.

I've checked the OKEW. It is listed in the splitting structures, which is same as other cost centers.

That means the actual cost splitting is OK.

Then I found the activity rates seems to be incorrect.

The rates for each activities are close to, but not equal to, the correct activity rates.

Is there any mistakes i made lead to the wrong calculation of the activity rates？ 

I have no idea about how to solve the problem.

Could anyone help？
