Use CBC with fiori but didn't offer the tool to transfer the data of MR22,CJ11

Recently we are going to implement CBC in our project,

We used to use LSMW to upload the variance of stock value between two systems (T-Code:MR22)create WBS master data (T-Code:CJ11) on SAP GUI platform,

But if we use fiori in CBC , there's no fiori apps(even Migrate your data app) or LSMW or LTMC could let us to upload the data we referred above.

Or maybe we need to coding to upload the data?

I think there is an understanding gap here. The SAP Central Business Configurations is a central configuration hub for all kinds of available configurations to be done in the SAP S/4HANA Cloud and it's line of businesses.
In order for you to migrate master & transactional data (open items), the dedicated app is the - 'Migrate Your Data' in the SAP S/4HANA Cloud system and not in the SAP Central Business Configuration system.
This app will be available to you in your S/4HANA Cloud Dev, Test and Production systems separately in order for data migration activities. The 2208 tile for product master data mass maintenance in cloud is "Mass Maintenance for Master Data". However, you seem to inquire also about transactional data apps for materials, which are not in the CBC. The fiori replacement for MR21 is tile " change material costs" and this is only price related. MR22, which incorporated quantity, does not have an equivalent tile in cloud at this time. Upload Material Inventory Prices is a tile that allows you to download inventory by plant and change the displayed price unit factor AND/OR price per price unit, but it does not allow a raw material debit feature like MR22. Manage Material Valuations does not offer the MR22 feature. Typically a 501/521 movement can post a qty delta, depending on how you want the financial document to increase/decrease stocks and the upload tile can change the price in a second step.
