Small planned orders created when delivered quantity is lower as total planned quantity in process order
Is there a way to make sure MRP does not create a new planned order for a finished process order that has a lower delivered quantity as planned?

No, there is no way to prevent MRP from creating planned orders when the delivered quantity is lower than the total planned quantity for a process order. The system will use the delivered quantity to calculate the new planned order quantity, which could result in a new planned order being created.

If you are working in SAP S/4HANA and you are working with MTO, there is setting called Underdelivery Tolerance in the lot-sizing procedure. With this flag set, MRP will not generate a new planned order if the remaining quantity is within the delivery tolerance.
