Time Managers Workplace (PTMW)

Hi,

I am currently in the middle of re-writing time evaluation for my organisation and one of their requirements is to improve functionality of Time Managers Workplace.

They want to give their administrators the functionality to change the Public Holiday Class in substitutions. I am in the following screen:

However, when I add in PHC the 'Ready for input' radio button isn't available for selection:

This means I can't activate this field in the workbench. Has anybody got any ideas on why this is set up like this? Or even better how to make it available for selection?
