SRM SAP Output Conditon Error

We have one plant that keeps getting a backend error on their shopping carts in SRM 7.0.  The error is an output condition error.  We looked at MN05 and for NEU the doc type/purch org is set to 1 - print immediately.  All users in SU00 have their defaults to print immediately and LOCL.  Do you have any other suggestions on what could be driving this issue.  We are not having the same issue at plants outside of China.  User defaults in SRM are also set to LOCL and print immediately.

the usual troubleshooting of printing problems starts in the purchase order messages screen, where the status of the messages is shown and from where you can call the determination analysis (Ctrl.+F1) when in change transaction ME22N.

While triggering the output, have you selected the option 'send immediately (when saving the application)' ?

You can see the above option at 'Further data' tab and at field 'Dispatch time'

Please check whether communication strategy field is maintained or not in the same t-code MN05.

Here is what we have under MN05 - the issue is for some it prints properly and for others it does not.
