This is my answer ( I tried to translated from French to English)

There is a certain flexibility when we structure, each organizational element exists but does not need to be linked, we must assign it. If we want to use the storage location, we will have to assign it to the Plant. For example,
for the business function: Material requirements planning, if the product still arrives at the main plant and, due to storage constraints, is sent to a processing facility.
external storage, it is wise to create a storage location within the main plant (therefore assigning a Plant to the SL). Another example would be for Master Data Maintenance, a location of
Storage within a factory is a considerable advantage in limiting the creation of master data.

To assign the Plant to the SL, you must use transaction OX09.
