Phased out material can't be sold

We are trying to use x-plant matl status to mark an item as phased out so they are not purchased, but still able to be sold. Every order entered in VA01 for a sales order says item is obsolete and won't allow it to be added to the line item. What MM settings need to be updated as we have tried setting a past date, a future date, and no date for valid from and they all fail.

Plant specific or x-plant material statuses don't influence sales order creation, example of a material status:

As you see there are no settings influencing sales orders.

What impacts sales orders is sales status, that is defined on "Sales: sales org. 1" view of a material master. It can be set on distribution chanel level or x-distribution chanel - the logic is quite similar to plant specific and x-plant material status. Sales statuses are customized in IMG path: Logistics - General -> Material Master -> Settings for Key Fields -> Data Relevant to Sales and Distribution -> Define Sales Statuses, e.g.

You need to check the sales status of your discounted material as it is blocking sales order creation.
