PR release strategy at header level not triggering for different release characteristic values

Dear Experts,

As per business requirement we need to trigger PR release strategy at Header level for different release characteristic values. We have a header level release class in which One of the Release characteristics include 'Name of person creating PR'(CEBAN-ERNAM).

Now when any one person is creating PR and adding line items in it, the relevant release strategy is getting triggered at header level but when another person(who is also maintained as a release char value in same strategy) is adding PR line item with his ID in same PR, the  release strategy is gone and not showing at header.

Are there any possible ways or OSS notes to refer to solve this issue.

Hi,

My understanding is that the PR is getting change, how about the new PR if the other user create a new PR still it not triggering workflow. Meanwhile, refer to the below thread as well.

PR is same, only new line items are being added in it by different persons due to which release strategy is getting removed.
