Question: Don't we have internal orders as a cost collector in Public?

Internal Orders is since release 1902 no longer available in S/4HANA Cloud Public Edition. It has been replaced with Project Financial Control (1NT). Please see SAP KBA Note "2853554 - Internal Order is not supported in S/4HANA Cloud":
