Is creating Multiple G/L Accounts Using a Spreadsheet in Starter system Available?

Hello, 

I want to know if it is possible to download a spreadsheet template in Starter System within 'Manage Operating Charts of Accounts' app. (Reference: https://help.sap.com/docs/SAP_S4HANA_CLOUD/0fa84c9d9c634132b7c4abb9ffdd8f06/731eb25f5c6146dd82af16ed...) 

The project team is currently using Starter system for working on Chart of Accounts. 

However, within the 'Manage Operating Chart of Accounts' App, the user can access the app but can't see the 'expert worklist' mode and the option to 'download template'. Is this limitation due to using a Starter system or a matter of user authorization?
