How to invoke Reduction (Splitting) during MRP for Planned Orders scheduled less than 1 day?

Our 2-operation Routing is set up so that operation 0010 splits if required during MRP lead time scheduling using Reduction, up to a maximum of 3 of the 6 machine capacities. We do not use Economical splitting. This is a screen shot of 0010 operation detail on work center TNA6.

We have configured Reduction strategy 02 which does Splitting first. It is populated in the Routing operation.

The work center is scheduled by Machine. The TNA work center requires 43.88 MIN per 192 CV so during Reduction MRP will want to split the TNA work center by 3 to meet the speed of the MINIPK1 machine which is 19.2 MIN per 192 CV.

The problem is that Reduction is never invoked by MRP because the scheduled dates are always inside of the basic dates. The scheduled time of our planned orders is always about 2 to 6 hours since our run sizes are small.

Our Scheduling Margin key contains no floats. We have not maintained any in house production time on MRP2 so Basic Start to Basic Finish date is the shortest possible time (1 day). See screenshot below.

We do not have any queue time in our work centers.

If I increase the order size substantially to 9,000 CV, I can invoke Reduction during MRP lead time scheduling so I know that Reduction is working. See screenshot below.

Question – how can we get MRP to invoke Reduction by Splitting for our small planned orders that are scheduled to last less than 1 day?
