Can 33Q be implemented to the Country out of scope?

Hi Expert,

Our Client in Slovakia need to use material ledger to return actual cost at the end of the month. However, in Best Practices, we find that 33Q is not available for Slovakia. Does Expert Configuration exist to realize this need? Or any other else way exist to implement material ledger for Slovakia?
