Alt BOM+Pack Instructions vs. New FG SKU

Hello. Our business wants to create a NEW FG SKU simply because a particular Ship-To (customer) wants slightly different packaging. Essentially our current FG will be placed in a box for this particular customer. However, we want to retain the SAME GTIN/UPC for the product. This causes problems for EDI orders using the GTIN/UPC. No a manual decision must be made (or xref tables maintained) to identify the proper SKU. I believe SAP best practice is as follows (but seeking guidance):

1) Create an Alternate BOM for the existing FG SKU (CS01) FG_123 now has ALT_1 and ALT_2

2) Assign the applicable BOM to the applicable Production Version (C223)

3) Create Packing Instructions POP1/POF1

Here I need help in this aspect...establish 'Key Combination' of Material+Ship-To to ensure the pack instructions are used for the applicable customer.

4) Create specific storage location for those goods (I believe is the proper approach).

Looking for guidance as to the best practice to address my dilemma.
