Activity cost to be settled against Material during Refurbishment order settlement

Dear Gurus ,

I Notice During the internal Refurbishment process settlement , the cost gets allocated to the Material .

But only the Consumables that i use gets settled against the Material not the operational Activity cost .

is this the standard behavior or am i missing anything ?
