1P9, BME STO Scope items not available in TDD?

Is there no scope item available for Stock transfer orders in the TDD system.

We are trying to post the Delivery for STO in VL10B, but getting following Error:

Copying control is missing for: DL NL.

We checked whether the 1P9 scope item is activated or not. But, couldn't find it.

Kindly note that 1P9 scope item (https://me.sap.com/processnavigator/SolS/EARL_SolS-013/2308/SolP/1P9?region=DE) is not activated by default - check Process Navigator for scope item description (also refer SAP Note 2737693 - https://me.sap.com/notes/2737693/E).

In order to request activation, kindly create a SAP Support ticket under component XX-S4C-OPR-SRV.
