SAP S/4 CCO Manager Integration Business Partner

We are trying to integrate S/4 Business Partners with CCO manager.

On triggering the request from S/4 were are receiving the message delivered but in CCO Manager there is no impact.

On checking the Log of CCO following is the error.

org.apache.cxf.binding.soap.SoapFault: MustUnderstand headers: [{http://schemas.xmlsoap.org/ws/2004/08/addressing}Action, {http://schemas.xmlsoap.org/ws/2004/08/addressing}To] are not understood.
