We are presently on SAP CRM 4.0 with 25% customization.
1) Can u advice whether we should go for reimplementation /upgrade to SAP CRM 7.0.
2) If upgrade, can we go for direct upgrade from SAP CRM 4.0 -> SAP CRM 7.0 or stepwise.

It's always advisable to go in sprints rather then at one go. SAP CRM 4.0 is an old version and even if there are only 25% customization as you have stated, it would be advisable to upgrade in sprints.

I think you can upgrade from SAP CRM 4.0 to SAP CRM 7.0. It is better to go for stepwise upgrade as there are a lot of differences in both 4.0 to 7.0 as 7.0 is fully UI based and has dynamic new interface. Moreover it has a lot of new functionalities. If you will go for a direct upgrade it might be difficult for business users to understand it.
So better go for a stepwise upgrade.
