Is it ok to delete inactive versions of a promotion rule, or in our implementation could there be negative consequences to doing so (for example, if that version of the promotion rule had been used in a cart entry / order entry) ?

It is permissible to delete inactive promotion rules. The documentation on Deleting a Promotion Rule | SAP Help Portal states the following:
You can only delete promotion rules that are in an inactive or unpublished status.

Hi @robert_baethe . Deleting inactive/archived promotion rules will have no impact on orders/order entries due to the way that the underlying promotion rule engine is constructed. The rules themselves are not tied directly to the Order itself, only the promotion instance. This means that a Promotion Rule should be able to be deleted; however, the promotion already applied to the order and/or order entry should not be impacted, to the best of my knowledge.
This is due to the fact that when a promotion rule is deleted, the rule is deleted, but not the underlying promotion. To the best of my knowledge, this is done to ensure navigability and data management in the Promotion Rules while preserving the integrity of the (hopefully) finalized orders/order entries.
