CCO North America Taxes without Avalara

I have been exploring the new feature released in 2.0 FP14 for North American taxes, this is a big step ahead, but really mostly suitable for the USA. In Canada, taxes have similar components and vary from location to location, but the rules are much simpler than the USA, so services like Avalara are generally not necessary. If a store does not allow for shipments direct to customers the tax rules at a single store location are generally simple enough that Avalara would not be necessary.

Is there a way to use the North American tax mechanism e.g. showing pre-tax subtotals and changing net price, applying discount on the net price, but with the item's default tax code instead of calling Avalara?

I had built a plugin in the old retail UI to show the net amounts and adjust prices/discounts on net price, but this is more complicated in the new UI since there is not much flexibility to modify the table grid.
