Whether a Unicode Conversion can be done in a Downtime Minimized Strategy as what we have in Application Upgrade?

No. Unicode conversion can be a easy project or a big project it depends on many factors lke developments, languages installed, product version, etc...

One of the steps of unicode conversion, is the EXPORT and IMPORT. During this time your system is unavailable.
