Unable to Move Stock to Fixed Bin

Hi Experts,

The stock is in Interim Storgae type 920 & it's relevant generated TR is deleted mistakely .

The stock is concerned to fixed bin ,when i am trying to place the stock to fixed bin by creating manual TO

The system shows below message :

Maximum quantity for storage bin B14-3-11 will be exceeded by 207.000 NOS

Message no. L3068

So my question why i am not able to create a manual TO to place the stock in fixed bin ?

Any help on this will be highly appreciated.
