UFL 'u2lcom.dll' that implements this function is missing - Error in Crystal XI R2

We haved moved to our backup server and are trying to get it up and running but we now get the error....

"UFL 'u2lcom.dll' that implements this function is missing."

The file exists at "D:\Program Files\Business Objects\common\3.5\bin"

Going by previous KB articles I have tried to register the file but that doesnt appear to work. Any ideas?
