XLS 000009 is a fairly generic error that is usually thrown after a separate error. You can see sometimes what the actual error is with a fiddler trace.
With the query browser and a UNX universe, I would first try opening the universe with the IDT and see if a query can work from there.
Indeed, the dashboard processing/cache servers need to be up and running. Take a look at the dashboardProcessing server logs. There may be a hint in there as to the issue.

Which DB you are using? you cant build a dashboard for excel DB.
also restart your dashboard processing server and capture the fiddler logs if issue persist.
