De-implement sap note 1328523 fails because of dependent note 1337737

HI,

When resetting note 1337737 / 1328523 fails because of the below reason..Its a loop and cannot progress..

"SAP Note 0001337737 is a prerequisite for additional SAP Note corrections that have also been implemented in your system. These are SAP Notes 0001328523 "

Could you please guide to reset the above ?
