Lifecycle management missing in BOBJ 4.0 SP04 install

I have installed BOBJ SP4 everything is working fine. it is a DEV Environment and now we are planning to move everything in Prod but i dont see anything under promotion management.

Can anybody tell me how can i fix this one ?
