User status in production order

Hello all

We need clarification for user status profile in Production order.

We are maintaining the operation status profile in order type .so user status "NOTL"displays in user status field of the operation.

We are created the PRT as equipment with type"T" and assigned to the routing.Intially we thaught if we use the PRT more than one order the user status "NOTL" will display in the second order.

But the sceanario is not correct,if we create one more production order with same PRT the "NOTL" status not coming for some material

please explain the sceanario.
