Reports from Note 32236 Version: 00021-Standard

Hi,

I read notes 32236 and 1227770. I want to check if my system implemented "the inconsistency tools" or not, I ran the report "MBFIRST", the report is missing from my system, then I ran the report "MBFIRSTS", and it shows "Reports from Note 32236 Version: 00021-Standard" (hinting the inconsistency tools are implemented), and I checked my system version as well and it shows:

"SAP_APPL 603 SAPKH60310 ", It is NOT one of the packages listed in notes 32236.

Does this mean "the inconsistency tools" are not implemented in my system? I am little confused.
