I had come across an issue where materials are not withdrawn although they are marked as Back Flush and Final Issue in orders.
I had checked COGI still I dint get any errors for such orders.
I need to find whether any changes were made by user in orders.
In order to track this, how should I maintain and initiate change management?
Please elaborate in details.

You need to implement the changes mentioned in the note 390635, but before that you need to understand the consequences of activating change management at component level. Read my reply in the thread below.

While doing confirmation, if they delete the backflush components in goods movement screen, system will set Final Issue indicator and the issue quantity will be zero.
