MxDispatcher - EVAL LINKS - Interrupted due to invalid semaphore"

I would like to ask if any one has seen this error before, There are three SAP OSS notes created to date for this error but they do not seem to be applicable. Please advise if you have run into this before and have a work around solution, I have an open OSS message to SAP, So let's see what they come back with.
