Alerts - Do not happen unless all users are logged in?

Is it correct that an alert will not send unless all subscribers are logged in? Here is my configuration - no one is getting this alert and the query has results.

At 7AM, not all of these people are logged in - is that what's happening here?

No, that question you referenced was if the alert is delivered when missed. This problem is that the alert is not being delivered when all users are not logged in.

So, in order to ensure delivery of this alert to each user, I need to actually add it for each one invidually? Otherwise, if a recipient is absent, no one will get it?

Sorry for that.

Not necessary all users are logged for alert. When the individual user logged into the system, the alerts will be triggered.

Yes. You need add each user in alert management.
