How to stop the centering of rows in Crystal Reports 2011

Hello,

We have a report that does a page break by group, and some groups only have 3 rows.

For some reason, the report is centering the rows on a page - we would like for it not to do that but cannot figure out where to control that in Crystal Reports 2011 - see below screen shot:

See the extra space at the top? We would like the page headings to start at the top.

We've "googled" this and searched on SCN and couldn't locate anything.
