TR not getting converted to TO in sap wm

Hello All,

We are facing a problem in our system where TR is not egtting converted to TO for different materials.

Process: MIGO -> Material goes into quality stock -> Quality OK -> Goes to 902 and stuck there.

It is happening when decision is not given from quality dept. for all the items of a TR. i.e. in case few items of TR are pending from quality side.

Please let me know if there is a possibilty where TR creates TO for all "quality OK" items and wait for user decision for rest of the items.
