Removing NOTIF_CREATE ability

Hello,

We are using Solution Manager 7.1 with SP8 and moving our users to create and process messages in Webclient, transaction code crm_ui. As part of the cutover process, we would like to remove the ability for users to create messages through transaction code NOTIF_CREATE.

What is the best way to do this?
