CRM Change Process - Fields Are Ready for Input Dependent on Status

Dear expert

I need our help regarding the following situation:

We want to customize the fields related to the service contract.
Indeed, for example we need the field: "External number", a the header level of the contract, becomes enable
when the system status is filled with a value.

As we want to avoid specific developpment, we have used the following customizing point:
SPRO > CRM > Transactions > Settings for Contracts > Change Processes > Readiness for Input of Transaction Fields >
Specify Whether Fields Are Ready for Input Dependent on Status

We have assigned a "Change level"/ "Authorization level" (100 and 101) but we don't know:
how to assign this "Change level"/ "Authorization level" to an organizational units or SAP users?
