Hi,

FIN_USER_DEFAULTPARAMETER_SRV is an app belong to frontend component UIAPFI70. You need to go to Fiori App Library to search for "FIN User Default Parameter Plugin" for your product version. It will tell you how to configure this plugin. If you cannot find the plugin, then it is not available for your product version. It is definitely available for S/4HANA 1511 FPS 01 onwards.
