Route permission denied

While trying to invoke

JCO.addClientPool(java.lang.String key, int max_connections, java.lang.String client, java.lang.String user, java.lang.String passwd, java.lang.String lang, java.lang.String mshost, java.lang.String r3name, java.lang.String group)

I get an error. This is the load balancing version of the method for obtaining a pool of connections. However, there is a twist. If I invoke

JCO.createClient(java.lang.String client, java.lang.String user, java.lang.String passwd, java.lang.String lang, java.lang.String mshost, java.lang.String r3name, java.lang.String group)

which is one of the load balancing versions of the "createClient" line of methods, I get a client connection. Both of these methods have exactly the same parameter signature (after you get past the pool key and number of connections parameters for "addClientPool")-- I do not understand what is going on. Is the former method bugged? Here is the full message text of the error I receive:
