Hi Stuti,
Problem is probably due to dates (assuming all your configuration is completed) - what is the effective date of the Review and is that set as the Reporting Period date?
Another possibility is that none of your selected employees are eligible for the entered Review.

If your Review dates are set up correctly, then there has to be some other configuration problem with the Plan and/or the Guidelines. RHECM_CREATE_COMP_PROCESS requires a Compensation Plan and a Compensation Review plus Guidelines or a minimum pay range. Please verify each is created correctly and that the Plan is assigned to the Review in T71ADM09.
If you run the report in "Test" mode, you should get a listing of employees with red, yellow or green icons indicating the status and reasons records were or were not created. Even with people who are ineligible, I get the list output with the note that they are ineligible.
