Zero hours should go for approval in CAT2

In CAT2 screen I deleted the approved time or changed to zero hours,and then I try to relese it.But i got only "0 items released" message.I know it's a standard SAP process.

But when I move the approved time enty to ZERO for and then release and save also it should be released for approval .if any one of you come across this kind of scenario,Please help me to solve this.
