Is it possible to Create a POP-UP while validating a new customer in order to remind the necessity to link the new customer to a sales and distribution hierarchy.?

As a result of a pending legal matter in the United States, SAP has developed system changes for certain product versions. These system changes disable Hierarchical Access functionality for pricing and pricing-related usages, including general pricing, rebate calculation, free goods, tax determination, campaign determination, product determination, product substitution, generic "data determination", global trade item number (GTIN) mapping, and commodity pricing. Hierarchical Access differs from a standard access sequence and is characterized by the use of access type with an "A". The use of standard access sequences to access condition records associated with a hierarchy, such as a product hierarchy or customer hierarchy, is not affected by the system change package.
The system changes affect R/3, ERP, ECC, CRM, SRM, and GTS systems.
Application of these changes is mandatory for all U.S. customers, all customers with U.S. installations, and all customers with U.S. users. These customers must disable the Hierarchical Access functionality for pricing and pricing-related usages by following the instructions outlined in SAP Note 1600482.
The system changes must be applied by May 31, 2013 in order to ensure that SAP can continue to provide maintenance to affected customers.
The system changes must be applied either manually, by application of the relevant SAP Notes, or via installation of the required Support Package as provided by SAP Note 1600482. Customers should review the Note for further information. Those Support Packages have been released according to the standard Support Pack deliveries and a list is available in the SAP Note. The system changes are already included in SAP Business Suite 2011.
Customers who have applied the system changes to their landscape must certify compliance by electronically submitting the compliance certificate form located here:
Non-U.S. customers with no U.S. installations and no U.S. users are required to complete an Exemption certificate by electronically submitting the exemption certificate form located here:

What do you mean by
sales and distribution hierarchy
If some assignment should be done after creation of CMR, then that should be done by the MDM (master data maintenance) team; right away.
Why do you want the validation done at the time of sales order creation?
In that way, the order entry staff shall then convey to the MDM team; this might delay the process of creation of sales order or maybe hinder the creation of a complete sales order.

You can try using user exit EXIT_SAPMF02D_001.
