I think there is nothing standard, you can create a LSMW to upload them,

If you are going to upload similar projects you can create a project templates.

the problem is thats field peps higher is blocked, and not is possible assing values whit lsmw

Then I think you have to built your report/fm.

You can use these BAPIs:

BAPI_BUS2001_CREATE , create the project

BAPI_BUS2054_CREATE , create the WBS
