Need to remove planning total (budget amount) from order

I have an internal order created from an appropriation request that needs to be rejected/canceled and a new request

created as a project.  I have created the new project and now need to distribute the budget.  How do I remove the order

from the budget dollars planning total?  What Tcode do I use to get down to the order not just the position?  I have tried IM22

but I get this error "60001188 has to remain assigned to a program position".

planning and budgeting  flow  Between Investment Program  and Orders/project

you can plan at order or project level and transfer to program, you cannot plan at program level and transfer it project/ order

here is below steps

1>plan the order cost or Project

2>transfer yhe plan values to investment Program IM34

3>manually increase plan values in investment program using IM35

4>Display Plan Values in investment program S_ALR_87012810

5>Budget Investment Program IM32

6>Distribute budget to order or project using IM52

7>display budget for project ch31
