Universe and Infoview unable to display East Asian characters

We have some data stored in Chinese and Japanese languages in the database table. We are able to see those Chinese and Japanese characters fine via SQL Developer when we query the data.

However, we cannot see that data properly in the universe by selecting Display option for that object. Instead the universe shows something like ??????  gibberish characters. Same thing is happening if we view that object in the report via Infoview.

We have tried changing the value for UNICODE_STRINGS parameter in the universe to Yes. We have also put UTF8 for Unicode parameter in cs.cfg file. But so far nothing seems to work.

Does anyone have any idea how to view Unicode or East Asian characters in the universe or webi report?
