Dear
VD01, FD01 and XD01 are three different T-codes. If you want to delegate responsibilities department wise then you can delete XD01 and give them their relevant T-codes. These Tcodes are for controlling purpose as explained by Eduardo. If there is no need to divide responsibility on Sales and Accounts departments then give only XD01 Tcode to authorize person and he will create Customer master general, sale area and company code data.
Thank$

Hi
For instance, the sales people is the first step to be aware about a new customer. They create the customer with the data they know (address, VAT ID, phone/fax number, and so on) and other sales data (billing, delivery storage location, ...
After you can have other duties related by finance dept. for instance, accounts, treasury data, correspondence, dunning, credit management (for instance, claim to insurance company the amount insurance) for each company. Think that sales people according their objectives, perhaps they will relax the controls (for instance, in dunning or in credit management). For FI there are other tcodes: FD01/FD02/FD03.
Furthermore, take in account the authorizations related with this views, and who can modify this data.
I hope this helps you
Regards
Eduardo
